Old system was you paid the higher tax for engines above 1.6 litres (about 100cu inches) which is about £190 ($320) a year or about £110 ($185) for smaller engined (below 100cu inches) cars. This changed to the system above in 2002.
So, if you have a car on the old system a 1.6 litre pays the same as a 5.0 litre (305 cu inches) per year.
And anything built before 1973 is tax exempt. It used to be anything that reached 25 years old stopped paying tax (you'd get it for free) but the government put a stop to that.
On top of that yes, we do pay tax on petrol (gas) at about 80% but this isn't shown anywhere.
Last time i filled up it was at 109p / litre or $1.83 / litre which works out at $4.96 / gallon (imperial) or $4.13 per gallon (us).
So a 40 litre (8.8 gallon or 10.6 gallon us) tank costs £43.60 ($73.23) to fill.

Well in the states it's different for each state. Here in Wisconsin it's about $80 to register a car for a year. Gas is about $2.60 here.
