Avatar and Signature uploading

Is there a problem in uploading the Avatar and Signature I've seen to have problems. Is your server down?

Nope, it should be working, what issues are you having? Ill double check the permissions though.

Well on my user control panel in the edit signature at the bottom where it reads
Signature permissions it has:

Allow HTML set to NO
Allow Quote BB Code set to NO
Can Upload Images for Signature set to NO
Can Upload Animated GIF for Signature set to NO

And on the Avatar I can't click off the don't use avatar button off?

This could be the problem.
